Windows server 2016 memory usage display

Hello!
I have a windows server 2016 vm in proxmox, with 16gb of memory, installed the ballooning service which is running, but the used memory displayed by proxmox is very high (about 12gb), but in the task manager the used memory is only 3gb. Nothing happens if I stop or restart the ballooning service. What can be the problem?

Do you have the "ballooning-option" enabled in VM-Settings?
Please post your config-file.... All virtIO-Drivers installed?

Yes, the balloning-option os enabled. I installed the drivers according to this: https://pve.proxmox.com/wiki/Windows_VirtIO_Drivers with the wizzard.

Please set balloon memory size and memory to the same value. 16384 and recheck....

I set, rebooted the vm but nothing changed.

And QEMU-Agent and other drivers for VirtIO are all installed/running?
No missing drivers in Device-Manager?

same issue here balloning or not (driver or not) 8GB setup , windows 2019 only show 1.4GB used but promox return 7.5 GB : there is a bug ... and this is not the only one under 7.1.
VM windows is extremely slow ....virtio installed, QEMU guest agent too ...
(server HP proliant gen8, hardware raid no zfs only ext4 and lvm-thin)
Is proxmox only working with SSD setup ?
we have is SAS 10K 2"5 HDD for hardware.

Just make sure that you installed inside all tools and drivers.

shame on me, i install all driver, from iso : but missing this .exe
