HA Failover if underlying storage dies

Hello people,
I recently did some testing for our new cluster, and came to the conclusion, that virtual machines and containers don't get migrated to another node in the cluster when the underlying storage (a local ZFS pool) dies. Is it possible to configure such thing anywhere or does the ha-manager only migrate machines if the node itself goes down?

As of now there is no such provision in proxmox
