Openvswitch performance

I read that OVS can run as an application and as a kernel module. If OVS is launched as a kernel module, then the performance is higher. As I understand it, since Proxmox OVS is not enabled by default in the basic installation, but it needs to be installed, does it work as an application? Or I'm wrong?
