Hi,
and why it's an problem? I assume you have two nics - eth0 and eth1.

eth1 isn't used (active: no + autostart: no).

If you change something via gui in the network - you have an /etc/network/interface.new - this was used as /etc/network/interface at the next reboot.
So if you don't have eth1 configured in /etc/network/interface.new all is ok.

@udo I have a similar situation where I try to remove my second NIC card (enp8s0 in my case) to PCI pass-through the NIC to my OPNsense.
While I successfully identify the driver and blacklist it, when I try to delete enp8s0, and reboot, it simply stays there.
In my /etc/network/interface and /etc/network/interface, I have no mention of my enp8s0 card and if I create vmbr1 it works.
Also; when I run lspci -vvv|grep driver r8169 still in use.
