If you set a VNET on a "Simple" Zone, it allows you to set a dhcp range.
For this to work, it must also have a "gateway" ip set, even if you are not planning on talking out.
The "gateway" is the host IP that the dhcp server listens on..
When this is created it tests for the existence of the in-arpa (PTR) zone. for that IP.
If you use 10.0.0.1 - 10.0.0.16 with 10.0.0.254 as the gateway will test for 10-in.arpa. This is incorrect.
The correct zone is 0.0.10-in.arpa. That's the zone that is created by pdns if you assign DNS entry to the 10.0.0.254
