after rebooting single PVE node (no cluster) I get an error that Proxmox VE Cluster is not started.
Checking the related service I found that directory /etc/pve is empty.
Unfortunately I cannot identify the root cause and fix this.

I propose that these lines are added to the article here in order to fix the boot order of the services. Otherwise nginx won't come up correctly after reboot because the certificate files are not available before pve-cluster service was started.
I'm trying to add a node to a cluster, but it keeps getting stuck at "waiting for quorum..."
I can get past it by doing "pvecm expected 1" on the node, but it doesn't actually add it to the cluster.
