As far as I understand if you use MX then PMG will use MX records priority for delivery. If the record with lower priority is offline PMG will try to deliver email to the second record with higher priority. This is how it usually works.

On the email logs you will usually see what rule was triggered for that email.
Can you provide the anonymized logs for that blocked email?
How are your priority rules set on your filter can you share?

I would vote against making such rules. It's very easy to get a very high number of false positives if you have many different rules with Message as Field so be very careful if you decide to make such rules...

@keeka can you actually confirm that sender domain has SPF records configured correctly?
For SPF check I usually use https://app.dmarcanalyzer.com/dns/spf?customerid=0 it's a great tool.
I was worried about this too but after enabling it I only had 3 people notify me that they can't get the email and it was related to this change. We have average 20k mail flow per day. I added exception and warned the providers that have their mail servers or dns records configured incorrectly...
