Windows VMs can't connect to VPN

Can someone guide me through the process of troubleshooting VPN connections? I have PVE up and running. My Linux Desktop and MacOS VMs can connect to my work VPN (L2TP) without any issues, but none of my Win10 and Win11 VMs can connect using the Built-in VPN.
I get this error:

What I've done so far is:
- Turn all 4 firewalls off in PVE
- Tried different virtual network cards
- Reinstall MiniPort drivers listed here -> https://www.techy.how/tutorials/win11-vpn-not-working
- added policy in registry - > https://answers.microsoft.com/en-us...ndows-10/5d3af73b-8c4a-414f-ac70-409358783377

My non-virtualized windows PCs can connect, so I'm not sure what to do here.
 
I don't know about the built-in VPN connection, but I used one paid VPN service, which is quite helpful to run VPN on my VM.

I'm trying to use this vpn to connect to my office network. i'm able to use the IPvanish service and client on this VM without issues.
