There exists the possibility to define HA state on templates for VM resources within Proxmox environments. When doing so the HA manager tries to implement the HA state according to the configuration defined. In case of the HA state 'started' it fails implementing the state.
I am aware that the basic feature for providing HA to resources does not make sense for VM templates as those are no running resources within the environment. Even more so the manager failing to implement the HA state on the template when set to 'started' should even be the expected state (as far as I am concerned).
I would still like to see either of the following 3 options instead of the current behaviour of an expected failure if possible:

- If the resource is a VM template the HA manager should not try to implement the HA state generally
- If the resource is a VM template the HA manager should not try to implement the HA state 'started'
- There should not be a HA state on VM template resources
