[SOLVED] Nvidia gpu stuck in low power

Hello guys,

Hoping someone can point me int he right direction here been banging my head against it for a few hours

host specs:
Amd Ryzen 7 5800G
Asrock x570 pro4
Rtx2060 6gb in top pci-e slot
32gb ram
650w 80+gold psu
This is a fresh build

VM:
Win 10 22h2
8cores
16gb ram
RTX 2060 passed through using this guide:

I was able to play my game (WoW) at 3440x1440 using Parsec perfectly fine... once (screenshot one)

The second time i started WoW the gpu refuses to ramp up (stuck in low power) (screenshot 2)

Rebooting the VM does not help
Rebooting the host does not help
Clean installing drivers does not help
Switching protocols (RDP/Parsec/Moonlight) does not help

Update!

My issue is not with Proxmox VE but with world of warcraft/

Running Furmark confirms this (see screenshot)
