About the hard drive thing : i dont think you can choose RAID1. You should have 2 hard drives for RAID1 and i think you will get an error if you try to go with that option.
You will probably need to go with raid0.

If you can install proxmox on raaspberry pi, yes ... but im not sure you can.

You can't install a full PVE on it but what you can do is use the QDevice mechanism and install the external service (corosync-qnetd) on the RPi. See the docs for more information: https://pve.proxmox.com/pve-docs/pve-admin-guide.html#_corosync_external_vote_support
