First and foremost, I appreciate any help you may give and please go easy on me as I’m a newbie and and trying to setup a homelab to learn more.

Well, I haven’t even logged in yet and I’ve found a problem I do not know how to fix. This is a clean install on a clean drive. When I power on the machine I can login to the BASH, but it says I need to configure the server and it gives me an IP/Port to connect to.

I’ve tried from multiple devices and web browsers but I can not connect to it. When I attempt to ping it, I get 100% packet loss.

Again, I’m just a hobbyist So please go easy on me.

I guess you are logging in via physical console to see the message?
What does "ip a" say ? Does it show that your link is up? Is the IP/subnet what you expect it to be?

If you cant ping the IP then there are two possibilities: software misconfiguration or hardware problem.
Each one can further subdivide into multiple variants.

If the link is up and the network information seems to be as expected, plug this into google "debian network troubleshooting" and start going through the steps to narrow down the possibilities.
