Disable hotplug network function not working in Windows VM

Hi there,
we're using Proxmox VE since some years right now.
Lately we need to disable hotplug network card functionality from Windows Guests VM because users, sometimes click in the wrong place and they do "safely remove hardware for network card"!!!!

We're using the latest virtio-win driver, guest agent installed, disable hotplug from Options tab in Proxmox GUI, but still has the functionality to hotplug all VirtIO devices (network and other stuff). The problem is just network, right now, but it would be useful to disable all hotplugging for all VirtIO devices.

VM is running Windows 2012R2 Server x64.

I guess that I'm doing something wrong, but I don't know what...

The option hotplug is only for our framework and not for the qemu architecture.
A virtio NIC is a PCI device for Qemu and nothing else.

The removable flag is set at the device driver.
