Debian VM RAM Assigned As SWAP

It looks like the issue may be with hotplugging, as this time i have tried with 4GB ram and hotplugging for everything but ram and with out ballooning.
Is this lightly a bug or an issue with Debian or something at my end and thank you for your help.
