I know this thread is a bit old, but just had a power outage that resulted in some issues with this setup.
As a result of the power outage, all of my virt nodes went offline, while the CEPH nodes remained online and functional. As a result of this all the virtual machines seemed to migrate to the CEPH nodes, but since the backing storage isn't allowed on the CEPH nodes the virtual machines were all in an shutdown state. Not ideal, but also not truly an issue, yet.
Once I brought the virt nodes back online, I attempted to migrate the shutdown VMs back to the various virt nodes. Every attempt (UI or CLI) failed with an error that the CEPH node the virtual machine was on did not have access to the backing storage. Mind you, the virtual machines were all in a shutdown state, and I wasn't (AFAIK) asking in any way for them to be started, just migrated off the host where I didn't want them to run.
In the end, to migrate the hosts off the CEPH nodes, I had to enable the various backing storage pools on the CEPH nodes.
