If several conditions are specified in the filtering rule, for example: the spam rating level and text with (regular expression) - how will the rule work out? Condition or other condition? Or does the operand And = necessarily have to match both conditions for the rule to work?

in a single category (so in your example what objects) they ar 'OR' related so either spam level OR text with
across the whole rule the 'from' 'to' and 'what' categories are AND related

there are some patches on the devel list that introduces some more settings, e.g. marking some objects as 'required' (which would constitute as AND if you have multiple of them)
but they are not in a good shape yet

maybe make it possible for the administrator to explicitly specify a logical operand?

as i said there are patches on the list to improve that, but they are not ready yet

I found the inconvenience of the rules with several conditions - according to the report, it is unclear what exactly the rule worked for. It is better to make separate blocking rules
