As a test I created a new VM, got it up and running and logged in successfully, just so I know the VM "works".
I backed it up to my FreeNAS NFS storage where all my VM backups are stored and deleted the VM via the ProxMox GUI

I can now remove that 2TB hard drive and put it to better use.
Did you try to ssh to the server and "qm stop VM_ID_NUMBER", then "qm start VM_ID_NUMBER" ? Whilst it's doing this you can see the result in the GUI as well which is quite handy
