Proxmox Host and Guest Freeze on High Guest IO

I have a Windows guest (Windows Server 2022, also happened on 2019) with:
80GB of memory (Host has 128)
30 processors (2 sockets, out of 32 total)
SCSI Hard Disk Attached (ZFS RAID 0 was configured on install, not after)
Network Speed of ~20MB/s

The guest works beautifully with everything else except high disk usage (or that's what I believe it is), such as downloading a file, updating using SteamCMD, or transferring file over network.
As soon as I do any of those things, the guest and host become near unresponsive, and I just have to wait for the download to finish.
I'm not sure what to do here. If I can supply any configurations or logs, I'll be happy to help.

Some types of SDD or HDD are known to slow down massively on sustained writes or high IOPS with ZFS. What drives are you using?

Seagate Constellation ES 1 TB 7200RPM 6 Gb/s SATA 64MB Cache 3.5 Inch Internal Bare Drive (ST1000NM0011)

And even a 2 second download will still block.

@leesteken I think it is specifically when I download things, not necessarily just when high disk IO. Now I have no idea what the issue is.
