AFIK the Performance issues comes from an limitation of the VMware API and thus very unlikely to improve. Maybe one of the alternative Methode work better for you like restore from Backup or the NFS Trick for minimal downtime... -

The delay setting is how to long to wait AFTER that VM is started before starting the next/dependent VMs. So you put it into the parent (TrueNAS) VM in your case, not the dependent VMs. Think about it this way, if you had multiple dependent VMs... -
