You will need to hit F6 and load the fedora drivers for W2k3 to see the hard drive.

Download http://alt.fedoraproject.org/pub/alt/virtio-win/latest/images/bin/virtio-win-0.1-22.iso

Create a second Virtual CD Drive. Mount this image to the second drive. Use F6 when installing. Win.

What are you doing when the VM boots? Do you walk away from the computer until it loads? During the initial load of the installer, it promts you to hit F6 if you have additional drivers that you need to load. If it doesn't then you should probobaly contact Microsoft as your copy of Windows is either corrupt/pirated/invalid.
