White / Black lists in different locations

I searched through the documentation, but found no information that defines the differences in Whitelist and Blacklist registration settings.

  1. Mail Filter > Who Objects ...
  2. Configuration > Mail Proxy ...
  3. Administration > User ...

For example, when I open a message that classifies as SPAM, before clicking "Delivery", I click "WhiteList" ... where's it going?
 
The order of white/blacklist is 2, 1 and 3.
If you white/blacklist a spam, you can check the setting under Administration -> User whitelist/blacklist.

The order of priorities then is:

  1. Configuration> Mail Proxy ...
  2. Mail Filter> Who Objects ...
  3. Administration> User ...

But if I put a domain / email as Whitlist, and a user puts the same domain or email as Blacklist, what will happen?
 
Ah...I stand corrected. User blacklist take precedence over global whitelist at Mail Proxy. Below should be the white/blacklist oder.
  1. Mail Filter> Who Objects ...
  2. Administration> User ...
  3. Configuration> Mail Proxy ...
You can test it yourself.
 
Right.

So if there is a blacklist domain in item 1, it is the same whitelist domain in item 2.

Will he block? Why is it listed in the hierarchy, following items 1,2 and then 3?
