VM Restarts Instead of Resuming During HA Migration in 3-Node Cluster

I have a Proxmox VE cluster with 3 nodes, each licensed individually. I'm currently testing high availability (HA) and live migration features.

I noticed that when I power off one of the nodes where some VMs are running, the VMs are correctly moved to other nodes as per the HA configuration. However, instead of resuming from the same state, the VMs restart from scratch.

Is this the expected behavior in Proxmox HA, or is there a way to configure it so that the VMs resume their previous state instead of restarting?

Any guidance or clarification would be appreciated.

what do you mean with "power off"? if you shutdown or reboot a node, the corresponding policy should trigger: https://pve.proxmox.com/pve-docs/pve-admin-guide.html#ha_manager_shutdown_policy

if you just pull the power (or network) cable, then no migration can happen, and HA services will be *recovered* on another node if possible.
