Trying to passthrough lsi card and iommu group shows -1

I am trying to passthrough my lsi PCIe card to openmedia vault and when I add pcie hardware it says no IOMMU detected. The card is detected in lspci, I added `intel_iommu=on
iommu=pt`
to the kernel and
`vfio
vfio_iommu_type1
vfio_pci
vfio_virqfd1`
to /etc/modules and refreshed initramfs

As always when IOMMU is not enabled: what is the output of cat /proc/cmdline? If intel_iommu=on is not present then follow the steps in the manual (more) closely. Otherwise, VT-d is not enabled (or supported) in the motherboard BIOS (or CPU).
