Spice Dual Monitor no display on 2nd screen (Windows)

I'm running a window VM on a windows machine and I can't get my 2nd monitor to show up with spice dual monitor display. Going into the spice settings on the virt viewer, I can popup the 2nd virt-viewer display but its saying its 'Waiting for display 2'.
