Have you activated the Virtualisation Technologie for your CPU ? ;)
(bios settings)

Probably not, i can do that via ssh ?
i see in VPS status CPU 20-30%

This could explain this speed ?
(i have Dedicated server with CentOS 5.4 x64 and 8GB and its work x10 faster)

I just see you have one Dell server !
You can install and use Openmanage to change this bios setting.

Probably something in your BIOS (CMOS) is messed up. Try to reset the BIOS settings to defaults, then go trough the settings, change everything so that it fits your needs and give it a try.

;)

The bios is up-to date
