You should make sure that you always have an odd number of nodes. CEPH should also always have an odd number of mons. But with CEPH you should only have 3 Mons and only go to 5 Mons after several hundred or thousand. You can go to 7 mons in absolute exceptions and there is actually no reason for more.
When it comes to resources, you should always remember that the remaining systems have enough resources to compensate for the failure of a node.
