Planning to buy another GPU

Hello, I've been messing with Proxmox VE for a while and I really like it, and I've been making a gaming server for me and my brother.

Problem is, I only have one good and modern GPU that passes through without issues with guest drivers, etc. (I have an AMD Radeon R7 240 and an NVIDIA Tesla K80 server card, the one I'm passing through right now is an RTX 3060)

So, if I could get one of my old GPUs working, that would be great. If not, I can buy another card under $200 USD.

Which ones would be the easiest to setup with best price to performance?
Maybe if I could split my RTX 3060 across two VM's that would be nice.

Host: I installed Proxmox VE yesterday (used a few different drives) so it should be the latest as of this date. (I don't know the version number)
Guests: Both are Windows 11 24H2, 64-bit
Specs (Yes, I know my CPU is underpowered...):
CPU: i3-9100f
GPUs: RTX 3060, with an NVIDIA Tesla K80 and an AMD Radeon R7 240 on standby (I'm fine with performance on all of these, aiming for cheapest options so even low-end is fine)
RAM: 32GB DDR4-2400
Mobo: ASRock B365M Pro4
Storage: Been using lots of drives to mess around, using 500GB 7200rpm HDD as of right now.
PSU: 700W

To recap, here's my options:
1. Use NVIDIA Tesla K80 or AMD Radeon R7 240 for second VM
2. Buy new/used GPU (cheap, low end is fine as long as it can run Minecraft and Roblox for my brother)
3. Use RTX 3060 across two VMs

If you need more details, let me know!
 
I found a guide on Reddit for making the Tesla K80 run games, but it wasn't able to run Roblox (anticheat didn't detect the GPU, which is the only way to play in a VM), so that's probably out the window.
