I'm wandering if any way to create custom Operating System template for system that not available in the below list like (Redhat 6, FreeBSD 9, Windows server 2008, ..., etc)

Can I change the size of Virtual Machine disk (increase, and decrease)

Currently we only have template for containers (OpenVZ).

This means Windows template cannot work here. Redhat is also impossible, as their policy does not allow to re-distribute binary packages (Scientific Linux or Centos is not problem).

If you need "templates" for KVM, you can think of installing a KVM VM and create a backup. If you need a new one, just do the restore and make manually the needed modifications (e.g. unique MAC, regenerate all keys inside the VM, ...)

OpenVZ: yes, just change the size via GUI.
