Need for Speed Unbound GPU passthrough issue or something else?

I recently installed proxmox and passed through an rtx3070ti following some guides. While it works for a couple games and benchmarks, whenever I try to run Need for Speed Unbound it does not use the GPU. Or at least not all of it. Utilization goes up slightly but the game is unplayable at about 10 fps. Gpu load hits 8-20%. Not sure if maybe I have something misconfigured or if it is an issue with the game. I'm fairly new to all this and don't know where to even start. If someone has an idea of something to try that would be greatly appreciated.
