Is it possible to install a windows 11 vm on a host server running proxmox 7.x that does not have tpm? Or does the host server need to be tpm enabled to run a windows 11 vm?

Yes, just follow the VM creation wizard.
 
Hi,

you don't need TPM support on the host. Just make sure to select "Windows 11/2022" as a guest OS type, then the TPM will be emulated by QEMU.
