Help with RTX3090 Passthrough (Code 43)

Good morning everyone!

I've been wrecking my brain for the last 2 days looking everywhere to get my RTX 3090 to passthrough without Code 43 error.

Current Setup:
Mobo: Crosshair VIII Dark Hero
CPU: Ryzen 5900x
No Integrated GPU (But I have a second RTX3090 and have tried using both)

Non-Default BIOS Settings:
SCM Disabled
SVM Enabled
IOMMU Enabled
D.O.C.P. Enabled

Proxmox Version 8.0.2 (Installed on nomodeset because otherwise it locks up during boot)

Next, creating the VM:
General: Give VM a name: pve-win-1, set ID to 101

OS: Select Win11 image, set Type to Windows Version to 11/2022

System: Machine: q35 SCSI Controller: VirtIO SCSI single BIOS OVMF TPM, Version 2.0 Storage On, storage local EFI Disk On, storage local Pre-enroll Keys On

Disk: Bus SCSCI Controller VirtIO SCSI Single Storage 128GB, everything else default

CPU: 8 Cores Type: x86-64-v2-AES, everything else default

Memory: 16384mb Ballooning OFF
Network: Model VirtIO (paravirtualized) everything else default

After Creation:
Added Cd-rom and mount the virtio image for drivers

Changed boot order to load the windows image first


Then, launched VM, installed windows using the virtio drivers to install the SCSI controller (did not install NIC yet)
During setup, used Shift+F10 oobe\BypassNRO so I could create a local user

Then after setup Installed the NIC drivers using the virtio image

Then I setup remote desktop (used both RDP and splashtop at different times)

Turned off the VM, set Display to None, and added the GPU via PCIE with following settings

Device: 0000:0a:00.0 (Where my GPU is)
All Functions On

Primary GPU On

ROM-Bar tried both ON and OFF

PCI-Express On
Tried adding Vendor/Dev - Sub-Vendor/dev IDs (0x10de 0x2204 and 0x10de 0x147d) - Also tried leaving these blank

Restarted the VM and connected via RDP/Splashtop

Then downloaded Nvidia drivers from their site, installed using clean install.

Fingers Crossed

Then one of two things happen:

Code 43 :( OR it looks like the driver installed correctly, but then the VM crashes and from this point on either I can't connect to it or I just get a black screen.
