I've installed heartbeat package in proxmox 3.0. but after that i can't access my proxmox web?. can anyone give me solution?.

I guess you removed all proxmox packages by doing that? Please remove the heartbeat package, and re-install the proxmox packges.

No. if you want HA fail over, use http://pve.proxmox.com/wiki/High_Availability_Cluster
