HA Cluster Configuration Issue

Hey
I have 2 nodes + Qdevice cluster configuration

Node 1: 10.0.0.1
Node 2: 10.0.0.2
Qdevice: 10.0.0.3

If Node 1 goes down, machines are not migrating to Node 2
If Node 2 goes down, machines are migrating correctly to node 1.

What I was doing wrong ?
