So, it is not recognized by the kernel. This cannot be solved directly in Proxmox, you'll have to wait for the ubuntu staff, that'll get this fixed in their LTS kernel. Proxmox is using the ubuntu LTS kernel.

I have the the exact module you're using, but at least on RHEL on 2.6.32 (OOOOLD kernel), the v4 is recognized correctly:

I have no idea what's wrong with your CPU.
 
You sure its a retail CPU and not an engineering sample? IIRC, the model name string is pulled off the CPU and "Genuine Intel(R) CPU 0000 @ 2.20GHz" generally indicates ES.

but case of the processor in the picture is marked E5-2630 V4. Your cpuinfo also indicates 10 cores - but an E5-2698 v4 should have 20. There is no good reason why your BIOS and Debian should not properly recognize this CPU if it were retail.

My money says you've got an ES CPU with a "remarked" case. It is a common counterfeit. You should go back to the seller and demand a refund.

FWIW, Proxmox with kernel 4.4.10 detects the E5-2698 V4 CPUs that are in one of my boxes. And correctly indicates they have 20 cores.

Since you've already popped the heatsink and can see the case markings you can always try a warranty check. Problem with that is the scammer's have learned how to copy legitimate markings so it might not be conclusive even if it says A-OK.

Or you could download and run the Intel CPU identification Utility. Trouble with the identification utility is that it is a windows executable, so you'll need to load up a windows image to run it in. There is a bootable version on the download page too, but it is not updated very frequently and the one on the site now appears to pre-date the E5 v4 chip launch.

Hello people, today I received a return of referring to CPU intel, they still did not provide the label processor. Thank you all for your help.

@antoniormjr Did you solve this? Is it really a valid Intel Xeon CPU or an Engineering Sample one?

I also have one CPU recognized as Genuine Intel(R) CPU 0000 @ 2.1GHz where it supposed to be E5-2620 V4. I'm on latest PVE 5.1 with kernel 4.13.16-1. And I have lots of totem retransmit list issue spamming the syslog and sometimes random reboots.
