Dvorak layout

I use the US Dvorak layout by default and have been struggling with a couple places where it doesn't seem supported. I'm having an issue with noVNC where it seems to force the qwerty layout and the choices I can change it to don't include dvorak. Is there a workaround that I haven't found yet?
 
The keyboard layout of a VM accessed with noVNC is independent of the one on the host. For example, let's assume you set qwertz on the host and qwerty in the VM. If you press z on the host it will actually print y in the noVNC window.
Does this help you? If not, I would ask you for a more detailed explanation of what you expected to happen and what actually happened.

Sorry I wasn't clear in the first place. I'm having trouble setting the keyboard of the host itself, not my guests. When accessing my host through spice or novnc it uses the host keyboard. Same is true for installing proxmox itself, it doesn't support dvorak. I have not found a way to change they layout within Proxmox itself. My only solution has been using ssh instead.
