Ceph + Cloud-Init Troubleshooting

I have been using Cloud-Init for the past six months and Ceph for the past three months. I tried to set up Cloud-Init to work with CephFS and RBD, but I am having trouble booting a basic virtual machine. Is there a post or tutorial available for this particular use case?

I have searched through various search engines without any luck, as most posts are related to a bug in PVE v5.

cloud-init configures an account and the network settings inside a newly cloned VM.

What is the connection to CephFS or RBD that is not working for you?

I've always used one method to configure cloud-init, and it was stored local storage, never was an issue. In fact, these are the exact instructions I've followed alll year: Perfect Proxmox Template with Cloud Image and Cloud Init. I read that this should not be standard practice when running ceph, and did discover that even on a local cluster w/o Ceph,that the VMs won't migrate when Cloud-Init is configured in this manner.
On Ceph, I have Two Pools setup (One for VMs/LXCs and a very small one for the actual Cloud Init Drives. The EFI storage goes in the the VM-LXC pool, but the actual .img file, which I'm pulling from an Ubuntu URL, is saved as an ISO on CephFS.
