I am not familiar with what capabilities "foreman" can bring to the table to allow centralized management of multiple Proxmox servers.
If you are looking for CLI tool, rather than GUI, then any industry standard management solution can help: ansible, foreman, terraform, etc.
You will need to refer to the specific tool's documentation for more information.
