Add more than 16 PCIe devices to guest

Hi
I have a server that as 20 NVMe SSDs that are available as PCI devices.
When I try to add all of them to my guest using "Add" -> "PCI device" I only can add 16 of these drives. (after 16 devices the "PCI device" option is greyed out)
Is there a reason for this limitation and if no can it be extended?
