    Okay... sorry to follow up my own post but I figured it out... I was doing the above in an lxc/pct/container. The container was set to max RAM of 512MBs and that is apparently not enough. Set RAM to 2GBs if you run proxmox-offline-mirror in a lxc/pct/container. FYI.
