is it possible you are using the systemd bootloader and not grub? If you chose zfs as a file system you will need to edit /etc/kernel/cmdline and run proxmox-boot-tool refresh instead.

I now edited /etc/kernel/cmdline instead (just added intel_iommu=on without quotes to the end), ran proxmox-boot-tool refresh and voila:
