hung up at pveceph createmon

I installed proxmox 4.3 in three machines vmware. I created one master cluster and I added two nodes.

I want to create a ceph filesystem but it raised next error:
Command: pveceph init –network 192.168.1.191/22
pveceph createmon

Error: Invalid prefix 11000000101010000000000110111111/22

this is not a valid /22 network address

I made with /16 but system throw same error:

That is the "network" address (all bits zeroed out).
