    It isn't enforced. It's set when the VM is started, then left alone. Expect some drift if you don't shut down regularly. (Soft reboots don't count.) (Additionally that "explanation" makes no sense to me at all)

    But it makes sense though. "When Windows syncs with an external NTP server after boot, it corrects the time to UTC, then applies the timezone offset again — but since the RTC is already in local time, this double-correction introduces the offset...
