You should also be aware that the vsphere portfolio doesnt overlap completely with PVE. I would begin by mapping out what your guests do, and what services do you depend on; do you use dswitches, vrops, storage plugins, nsx, etc.

freerdp als Grundlage in Guacamole funktioniert auch sehr sehr gut um auf Win-Clients zuzugreifen

This looks a lot like the autoscaler doing its thing. Was there any config change before all of this?
Check the <NODE> → Ceph → Pool menu to see what is configured there.
Possible reasons could be that one of the "target_*" options was set. Or...
I believe OP is stuck in the GUI widget of VM creation or an "add ISO" widget. They are expecting to see their ISO storage and do not. I.e. this is not related to in-VM operations or hardware.
Most likely OP did not mark their storage as ISO...

Yes I was able to reinstall PVE. I ended up moving everything out of local-lvm to another pool so I only had to reinstall PVE + restore settings with Proxsave. My setup is pretty minimal (no cluster, etc) so it went smoothly.

At the very least you need to provide outputs of:
cat /etc/pve/storage.cfg
pvesm status
