Wrong Keyboard encoding via VNC

I have set the Kayboard Encoding for the VMs to default and at the Server to German.

Mostly I have this encoding via VNC in Windows XP, Vista and Linux

But sometimes there where an English Keyboard Encoding activ.

Could anyone confirm this and see why this happend?
