wow, screwed up big time

working on too many things at once, accidently tried to install virtualmin on top of proxmox and really screwed the pooch.

Here is the log

and it completely killed the proxmox admin interface, trying to reinstall proxmox-ve tells me

If you cannot manage to find the issue the fastest way is to reinstall (see the log files, completely remove all unneeded packages.)

or go for a support ticket, provide SSH access and our team will try to fix it - I assume it is possible to fix.
 
Okay, for the sake of closure . . .

I had to download these three packages by hand and install them in the order listed.

libapreq2_2.08-5+b1_amd64.deb
libapache2-mod-apreq2_2.08-5+b1_amd64.deb
libapache2-request-perl_2.08-5+b1_amd64.deb

Then proxmox-ve
