WinSvr 2008 R2 activation problem

I got a problem with win svr 2008 r2 on activation.
The problem:
In fresh installation of win svr 2008 r2 i try the activation and if i rebooted the vm the vm can't boot in activation mode. I got black screen big cpu usage and nothing happen.
Anyone have idea?
I tryed with virtio disk / virtio nic and with sata disk / e1000 nic and don't work.

connect via ssh and run the following command (replace VMID with you virtual machine ID):

qm config VMID
