Hello
I have proxmox server in USA and I want VM to see time zone in london. is it possible? and how can I do that?

Depends on what exactly you are trying to do. If you just want the time within the VM to be London time it might be as easy as setting the timezone in the guest OS manually.

I usually set all my servers to UTC and then set the timezone in the guests. For Debian you can for example do it running dpkg-reconfigure tzdata.

I have the same problem, the UTC on the VM is -6 however UTC on SQL Server Engine reports -1, how I do to set both to UTC-6?
