Ver 4.3 Startup, Shutdown order

Just need some clarification please.

We have 4 VM's running on the one VE.
Srv01, is a Domain controller running Windows Server 2012R2, DNS and DHCP.
Srv02, is an FTP server running Windows Server 2012R2.
Srv03, is a Data server running Windows Server 2012R2.
Srv04, is the Program server running Windows Server 2012R2.

Srv01 needs to be up and running first, otherwise nothing works.
Srv02 and Srv03 up next either first does not matter.
Srv04 needs to start last.

What would the recommended settings be for each please?

Like I said I need Clarification,
The link does not make clear!
To get my result, I would think I would put

Srv01
start order 0
Delay 0
Shutdown 0

Srv2 and Srv3
start order 1
Delay 240
Shutdown 120

Srv4
start order 2
Delay 300
Shutdown 150
