I would appreciate suggestions how the access rights works, normally most backups for one datastore from one PVE cluster is done by one system backup user. This works great. Some other users in PBS also have backup rights to the same datastore. This works fine until one user tries to backup a VM some other user already backed up (the system backup user in this case) . Is it really designed this way that only the first user backing up one VM can the do subsequent backups of this VM? If another backup user later with backup accesss to that datastore need to do an unscheduled backup of that VM, it's locked to be backed up by the first user "owning" that backup.
Do I understand the design correctly?

Yes, this is how it is designed. The backup owner can be changed manually [1], but a backup group is only owned by one user at a time.

In PVE, the datastore is configured as a storage device, wherein the user on the backup server is also specified. For your situation, I would recommend giving the PVE users access to this storage (which uses the "system backup user"), rather than giving them individual accounts on the backup server.
