[SOLVED] Update to 4.20 hangs

I'm preparing my hosts to upgrade to 5.1
In preparation, my nodes need to be on CEPH 10.2.9 or higher.
So I apt-get update all of my machines to get them on the latest 4.4 before moving to 5.1. My 4 processing nodes update without problems. My nodes with CEPH are hanging on update at

Setting up ceph-osd (10.2.10-1~bpo80+1) ...
I'm assuming I had a botched Hammer to Jewel upgrade somehow. Is there anything that I can check to see what is causing this to hang? Nothing in the log files.
Also, I rebooted one of the machines to see if that would do anything, but dpkg --configure -a takes me right back to the same spot.
 
Alright.
I typed CTRL+C and the update continued through to the end.

Then I immediately ran another apt-get dist-upgrade

2 not fully installed or removed.
After this operation, 0 B of additional disk space will be used.

This completed quickly and without error.
I think it works. I will report the result of the upgrade once the sortbitwise completes.
